Pensions in 2026: new minimums, restrictions for the wealthy, and a miserable supplement for service

Пенсійна реформа 2026 року: нові норми, обмеження для заможних осіб та невеликі доплати для збільшення соцвиплат.

State Budget for 2026

The Ukrainian parliament adopted the State Budget for 2026, which will affect pension payments. According to the new changes, a new living minimum for persons who have lost their ability to work will be set at 2595 hryvnias. This increase in minimum guarantees is aimed at improving the financial situation of pensioners.

Supplements and Restrictions

The supplement for excessive service in 2026 will be miserable — it will amount to only 25 hryvnias 95 kopecks for each additional year of service. This aspect has raised concerns among pensioners who have significant work experience, as such a supplement will not provide adequate support.

Moreover, the budget provides for restrictions on pensions that exceed 10 living minimums, which equals 25,950 hryvnias. This means that the wealthiest pensioners will receive less financial support. There is also a requirement for identification for pensioners who are abroad or in temporarily occupied territories. This innovation is aimed at ensuring control over pension payments amid many people being forced to leave the country.

Thus, the new State Budget for 2026 not only increases minimum payments but also introduces restrictions for wealthy pensioners, and significantly reduces the amount of service supplements, which may affect the financial stability of many Ukrainians. These changes, in conditions of economic instability, may impact the well-being of elderly people who are already facing difficulties in meeting their needs. It is important to monitor the government's further actions regarding support for pensioners in this difficult time.
