Pensions in Ukraine will be recalculated anew: who the changes will affect

Starting from 2026, all pensions, including special ones, will be indexed according to unified rules, which will reduce payments for prosecutors and other special pensioners. The draft law approved by the government aims to make the recalculation transparent and fair, but may cause dissatisfaction among those receiving high pensions. This was reported by Cabinet representative in the Verkhovna Rada Taras Melnychuk.

The Cabinet proposes to unify indexing by canceling the link of special pensions to the salaries of working prosecutors or law enforcement officers. According to Taras Melnychuk, this will ensure a fair approach to all categories of pensioners. 

What changes in pension calculations to expect in 2026

The draft law foresees the following changes:

  • All pensions, including special pensions, will be indexed according to unified conditions, regardless of salary growth in the positions of pensioners.

  • Recalculation of pensions for military personnel and combatants will become predictable and clear.

  • After deductions for court decisions or enforcement orders, the pension amount cannot be lower than the subsistence minimum for non-working individuals (2361 UAH as of 2025).

These changes are aimed at correcting the imbalance where special pensioners, particularly prosecutors, received significantly higher payments than ordinary citizens. 

What are the pension calculation rules for prosecutors

Previously, the Verkhovna Rada supported in the first reading the draft law that clarifies the rules for prosecutors:

  • Pensions for length of service will be appointed only after leaving the prosecutor's office.

  • Payments for law enforcement officers and prosecutors will depend on the increase in the population's income and inflation.

  • Changes to pension legislation will be introduced only by a separate law on mandatory state pension insurance.

In 2024, the average pension in Ukraine was about 5400 UAH, while special pensions could reach tens of thousands of hryvnias. The new rules are aimed at reducing this gap, but may meet resistance from influential groups.
