Ukraine's 2026 state budget prioritizes social support for veterans and military personnel. To aid this group, the government has set a minimum pension for combat veterans, introduced special rules for counting service time during martial law, and established a preferential retirement age. Additionally, a monthly supplement of 648.75 hryvnias and a targeted assistance payment of 40 hryvnias will be provided.
Special Service Credit Rules and Retirement Age
Special rules for crediting military service during martial law have been introduced: one month of service will now count as three. The preferential retirement age is set at 55 for men and 50 for women. To qualify for a military pension, women require 20 years of service and men require 25 years. Upon meeting the service requirement, the pension is calculated at 65% of the individual's monetary allowance, with an additional 3% added for each year of service beyond the required minimum.
For veterans with extensive experience, payments in 2026 could range from 10,000 to 15,000 hryvnias, indicating the state's effort to improve social provision for this crucial segment of the population.
