Digitizing Employment Records in Ukraine
Ukrainians can now transition their paper-based employment books into a digital format, thanks to an ongoing initiative by the Pension Fund of Ukraine. This effort, carried out under a directive from the Cabinet of Ministers, aims to simplify access to work history information by entering data into the register of insured persons. For context, paper employment books have long been a standard document in Ukraine, recording an individual’s career milestones and serving as proof for pension calculations.
As per Cabinet of Ministers directive No. 592-r, dated June 24, 2026, the government has instructed the Pension Fund to add any missing employment data to the State Register of Compulsory State Social Insurance. Currently, Pension Fund offices accept scanned copies of paper employment books, which are then used to create digital versions.
How to Submit Scanned Copies
Both employers and employees can submit scanned copies of employment books through the Pension Fund’s web portal for electronic services, streamlining the digitization process.
