Housing Subsidies to Be Recalculated Automatically
Starting May 1, 2026, the Pension Fund of Ukraine will begin an automatic recalculation of housing subsidies for the non-heating season, which runs from May 1 to September 30. For most current recipients, the subsidy will be renewed without any action needed, provided their household's property status and composition remain unchanged. However, if any changes occur, citizens must notify the Pension Fund of Ukraine within 30 days.
Who Must Submit a New Application
Certain groups of citizens are required to file a fresh application and income declaration on their own. This includes:
- Households that did not receive a subsidy during the winter season or received a zero amount;
- Individuals who rent housing and pay utility bills themselves;
- Cases where fewer people actually live in a dwelling than are registered;
- Families applying for assistance to purchase solid fuel, liquefied gas, or bottled gas;
- Households that include internally displaced persons.
Citizens can contact the Pension Fund of Ukraine through multiple channels. Applications can be submitted online via the Diia portal, the Pension Fund's web portal, or its mobile app. Offline options are also available: visiting a Pension Fund service center in person, going through Administrative Services Centers (TsNAPs), or contacting authorized representatives of local council executive bodies. If an application is filed in May or June, the subsidy will be granted retroactively from May 1.
In autumn 2025, the Pension Fund of Ukraine already carried out an automatic recalculation of subsidies for the 2025-2026 heating season. Citizens can check the amount of their allocated payment in their personal account on the Pension Fund's web portal under the 'My Subsidy' section.
Automating the subsidy recalculation process will simplify access to assistance for many Ukrainians, particularly those with stable household conditions.
