How Ukraine's Pension Fund Automatically Updates Housing Subsidies

In August, the Pension Fund of Ukraine recalculated housing subsidies for certain households whose average monthly combined income had shifted by more than 50 percent. This income-based reassessment happens twice a year, in March and in August. The comparison looks at average monthly income for the first and second quarters of the current year against the third and fourth quarters of the previous year.

These revisions affect families that have seen major changes in earnings. Whenever the gap between the two periods exceeds 50 percent in either direction, the subsidy amount is adjusted. A drop in household income can mean a larger payout, while a rise in income may reduce it. The entire process happens automatically—no application from citizens is required.

“This recalculation is carried out automatically, without any application from citizens,” the Pension Fund of Ukraine said.

Where to Check the New Subsidy Amount

The updated subsidy can be viewed in the personal account on the Pension Fund's e-services web portal at portal.pfu.gov.ua. To log in, users can choose from:

  • qualified electronic signature
  • Diia Signature
  • ID.GOV.UA

The 'My Subsidy' section shows current payment details. This recalculation follows Clause 92 of the Regulation on the Procedure for Granting Housing Subsidies, approved by Cabinet of Ministers Resolution No. 848 of October 21, 1995.

This automatic review is an important part of social support for households whose income has changed substantially. By matching aid to people's financial circumstances, it helps ensure state funds are distributed more fairly. In times of economic difficulty, such measures can be crucial to protecting living standards.
