Digitizing Pensioners' Work Records in Ukraine

Ukraine's Pension Fund has issued new guidelines for the digitalization of work record books, a key document for calculating pensions. This move is part of a broader modernization of the country's social security system to improve efficiency and accuracy.

According to a document dated January 2026, retirees who are no longer working will not need to have their paper work books digitized. This decision followed discussions and received support from the Federation of Trade Unions of Ukraine.

For pensioners who continue to work, the digitization of their work records will occur when they apply for a pension recalculation. This ensures that any ongoing employment is accounted for when adjusting pension payments. The Pension Fund's position is that for a non-working retiree, 'their working life is complete,' and thus there is 'no need for information on that individual's labor activity.'

Clear Rules Established for Pensioners

Previously, there were two conflicting viewpoints on the issue:

  • The first argued that digitalization was unnecessary for non-working pensioners.
  • The second insisted that work books should be digitized for those pensioners who remain employed.

The Ukrainian Pension Fund has now resolved this by establishing clear rules to simplify the process for both categories of retirees.

This initiative to digitize work records is expected to streamline the administration of pension payments and ensure more precise accounting of work history. It also represents a significant step toward the digitalization of public services, aligning with modern societal demands for accessible and efficient government processes.
