How to Get the New State Social Assistance Recipient ID
Starting May 1, 2026, a new identification card is available for certain Ukrainians receiving state social benefits. The Pension Fund of Ukraine (PFU) has introduced this document for three groups: adults with lifelong disabilities, children with disabilities, and individuals not eligible for a pension. The rules for issuing the card were approved by PFU Board Resolution No. 12-1 on March 20, 2026.
People who already receive state social assistance can now apply for a special ID that confirms their beneficiary status. This assistance is provided under two separate laws:
- one covering adults with disabilities since childhood and children with disabilities,
- another covering those who do not qualify for a pension.
To obtain the ID, applicants must submit a request for its production. There are two ways to do this:
- in person at any local PFU office,
- online via the PFU’s web portal for electronic services.
Filing online requires a qualified electronic signature. This digital option will become available once the Fund completes the necessary technical setup. If the beneficiary is a minor or legally incapacitated, the application must be submitted by a parent or other legal guardian. The finished ID will be issued by the PFU office specified in the application.
