Changes in the amounts of subsidies for utility services for Ukrainians
The press service of the Pension Fund of Ukraine reported that in September, recipients of housing subsidies noticed changes in payments compared to the previous month. These changes were the result of a planned recalculation carried out for families with significant changes in income.
Households where average monthly incomes changed by more than half were affected by the adjustment procedure. Pension Fund specialists compared citizen incomes for the first 6 months of 2025 and the last 6 months of 2024, and in case of significant fluctuations, the amounts of subsidies were changed.
If significant fluctuations in income level of ±50% are detected, the amount of the subsidy has been adjusted accordingly.
These changes only concerned those recipients of social support where there were objective changes in financial situations. Citizens with stable incomes continue to receive subsidies at the previous rate. Recalculations of subsidies and benefits for September were made for the August period.
At the beginning of September, the Pension Fund of Ukraine allocated 1.143 billion hryvnias for financing housing subsidies and social benefits.
The Pension Fund of Ukraine changed the amounts of subsidies for utility services for some recipients depending on income fluctuations. Citizens with changed financial situations received adjusted payments, while those whose incomes remained stable continue to receive subsidies at the previous rate. In total, over 1 billion hryvnias was allocated for these purposes in September.
