Ukrainian Pension Fund Issues New Alert: Recipients Must Verify Identity or Declare No Russian Payments

Пенсійний фонд України попереджає одержувачів: потрібно підтвердити особистість або відмовитися від отримання російських виплат.

Pensioner Identity Verification Procedure

The Pension Fund of Ukraine has sent a new round of notifications to a specific group of pensioners and insurance payment recipients. These individuals must complete an identity verification process or submit a formal declaration stating they do not receive payments from the Russian Federation. This action, which can be completed via the user's personal account on the Fund's web portal, follows a review of data from January.

The notifications were delivered to personal accounts on the Pension Fund's electronic services web portal. They target citizens who need to physically confirm their identity, as well as those obligated to declare they are not receiving social payments from the aggressor state. Special focus is on pension recipients residing in temporarily occupied territories or who have moved abroad, who did not complete their physical identity verification by the deadline of December 31, 2025.

Categories of Notification Recipients

A separate category includes individuals who verified their identity in 2025 but did not provide information confirming the absence of payments from the Russian Federation. The notifications contain active links to instructions for completing the identification process and submitting the required declarations.

  • To begin the verification procedure, users must visit the Pension Fund of Ukraine's web portal for electronic services at www.portal.pfu.gov.ua.
  • Next, they must log in using a qualified electronic signature, the Diia.Pidpys (Diia.Signature), or ID.GOV.UA to access their personal account.
  • In the left-hand menu, select the 'My Messages' section.
  • In the window that appears, click on 'Individual Messages' and review the notification text.
  • Alternatively, users can log into the application using one of the above methods (qualified electronic signature, Diia.Pidpys, or ID.GOV.UA) and check the latest message in the 'Messages' tab.

This information was provided by the press service of the Pension Fund of Ukraine.

This identification process is a crucial step for ensuring social fairness and controlling pension disbursements, particularly within the context of the ongoing conflict with the Russian Federation. The requirement for identity confirmation and a declaration of non-receipt of payments from the aggressor is designed to prevent fraud and ensure pensions go only to those legally entitled. This measure is part of broader efforts to maintain the integrity of Ukraine's social support systems during wartime, a challenging task given the circumstances of occupation and displacement.
