Social Benefits for Pensioners in Ukraine
Ukraine has a structured system of social benefits for its senior citizens, designed to provide financial relief and essential services. These include: age-based pension supplements, free public transportation, utility discounts, medication subsidies, exemption from land taxes, and reduced auto insurance rates. All these benefits must be formally applied for through designated government agencies.
Age-Based Supplements and Additional Social Perks
Pensioners receive age-dependent monthly bonuses: those aged 70 get an extra 300 UAH, 75-year-olds receive 456 UAH, and individuals 80 or older qualify for 570 UAH. However, these supplements are only available if the total pension does not exceed 10,340.35 UAH. Additionally, pensioners aged 65 and older whose payments fall below 3,758 UAH automatically see their pensions raised to that minimum threshold.
Free travel is another key benefit, covering trams, trolleybuses, buses, and suburban trains. Private operators, such as minibuses and taxis, are not required to offer complimentary rides. For utilities, combat veterans and their families receive a 75% discount on gas and electricity. Veterans with certain disabilities are fully exempt from utility bills. Families of fallen defenders get a 50% reduction on gas and electricity. Pensioners in rural areas who previously worked as teachers, doctors, cultural workers, or pharmacists enjoy a 100% discount on gas and solid fuel.
Under the 'Affordable Medicines' program, pensioners can obtain prescribed drugs for free or at reduced cost. The state also waives land taxes for pensioners whose plots are used for gardening, farming, or as homesteads within legal limits. Senior drivers benefit from a 50% discount on mandatory auto insurance (OSAGO) if their vehicle has an engine displacement under 2,500 cc or is an electric car with up to 100 kW. Working pensioners retain most benefits, including travel and land tax exemptions. Pensioners who are entrepreneurs are exempt from paying the unified social contribution for themselves.
All benefits and subsidies can be processed through Pension Fund of Ukraine service centers, Administrative Service Centers (CNAPs), or online via the PFU and 'Diia' portals.
