Verifying Non-Receipt of Russian Pension Payments
Pensioners residing in or displaced from the occupied territories of Ukraine must confirm they are not receiving pension payments from the Russian Federation to continue receiving their Ukrainian pensions. This requirement is mandated by Ukrainian Cabinet of Ministers Resolution No. 126, dated February 3, 2026, which establishes clear rules for personal identification. New Requirements for Pensioners
Under the new rules, pensioners who completed physical identification between January 1, 2025, and February 1, 2026, but did not submit the required notification, will only receive payments until April 1, 2026. If a recipient submitted the notification in 2025, a new submission in 2026 is not required unless their personal circumstances have changed.
To confirm they are not receiving payments from Russia, pensioners have several options:
- Remotely via the web portal of the Ukrainian Pension Fund, using a qualified electronic signature.
- Through a video conference during a video identification session with a Pension Fund employee.
- By mailing a letter in any format, accompanied by proof of life documentation.
- By applying in person at any service center of the Ukrainian Pension Fund.
