New Benefits Announced for Ukraine's Elderly Population

In May 2026, Ukrainian pensioners will gain access to a fresh set of government-backed benefits, as outlined by a recent Cabinet resolution and data from the Pension Fund of Ukraine. These perks are designed to ease financial burdens and include:

  • complimentary public transit;
  • free legal assistance;
  • discounted auto insurance;
  • exemption from land tax;
  • reduced utility bills for select groups;
  • local support initiatives.

To qualify for these benefits, retirees must present their pension certificate. Seniors will be entitled to free travel on city buses, trams, trolleybuses, and suburban electric trains. This transit benefit will apply nationwide, significantly boosting mobility for older adults.

Additionally, pensioners receiving up to 5,190 hryvnias per month—equivalent to two subsistence minimums for disabled individuals—will get full legal support and representation in court. Retirees who drive can secure auto insurance at a 50% discount. Parking privileges will also be extended to those with cars featuring engines under 2,500 cubic centimeters or electric vehicles with up to 100 kW of power.

Land Tax Exemptions and Utility Relief

Regarding property taxes, pensioners may be exempt from land tax within specific limits:

  • up to 0.10 hectares for a summer house or construction in a city;
  • up to 0.01 hectares for a garage;
  • up to 0.12 hectares for gardening;
  • up to 2 hectares for personal farming.

It is worth noting that this exemption does not apply to individuals who retired early and have not yet reached the age of 60.

Furthermore, a 100% discount on utility services will be available to certain professionals living in rural areas. These specialists include:

  • teachers;
  • museum and library employees;
  • plant protection experts;
  • healthcare workers;
  • pharmacists.

To receive full compensation for housing and communal services, a pensioner must have at least three years of work experience in a village within one of these professions and must have retired directly from that position. Additionally, the pensioner's monthly income cannot exceed 4,660 hryvnias.

Local initiatives will also offer discounts on firewood for heating and financial aid for home repairs. As a result, these new benefits, effective from May 2026, promise substantial support for Ukraine's senior citizens.
