Physical Verification Requirement for Pensioners in Ukraine
Under Ukrainian law, pensioners living temporarily abroad or within territories under temporary occupation must undergo a physical verification process. This procedure allows them to transfer their pension payments to their actual place of residence within government-controlled areas of Ukraine, regardless of their registered address. These provisions are established in Article 47 of the Law of Ukraine 'On Compulsory State Pension Insurance' and the Cabinet of Ministers’ Resolution No. 299 dated February 11, 2025.
How to Transfer Pension Payments
Pensioners who have left temporarily occupied territories and are residing in areas controlled by Ukraine can visit any Pension Fund service center to complete the physical verification. Once verified, their pension payments will be redirected to their current address within Ukraine, even if it differs from their registered location. Applications to transfer pension payments can be submitted in two ways:
- In person at any Pension Fund service center across Ukraine
- Online via the personal account on the Pension Fund’s web portal
After processing the application, the pensioner’s file is updated with their actual place of residence on government-controlled territory. Importantly, pension payments will continue for the duration they were originally granted, even if the physical verification has not yet been completed. However, the obligation to undergo physical verification is clearly mandated by law, underscoring its critical role in maintaining pension benefits.
This policy reflects Ukraine’s commitment to social justice for pensioners affected by ongoing conflict and occupation. Providing support to these vulnerable groups is a key social policy priority. Simplifying the pension transfer process helps ensure that many pensioners receive necessary financial assistance. Given the current situation in Ukraine, adherence to these regulations is vital to securing the livelihoods of pensioners residing in liberated areas.
In addition to the newly implemented physical verification process, it's essential for pensioners to be aware of the annual identity verification requirements that apply to those living abroad or in occupied regions. This ensures continued access to pension benefits and aligns with the government's efforts to safeguard the rights of all pensioners amidst ongoing challenges.
