Pensioners Abroad: Mandatory Identification Through 'Diia' by the End of 2025

Identification of Pensioners Outside Ukraine

Pensioners and recipients of social payments who are outside Ukraine or in temporarily occupied territories must undergo physical identification by December 31, 2025, according to the resolution of the Cabinet of Ministers. This resolution was adopted on February 11, 2025, under number 299.

Ways to Undergo Identification

To undergo identification, pensioners need to log in to their personal cabinet on the website of the Pension Fund of Ukraine (PFU) through 'Diia.Signature'. For this, they will need a smartphone with the 'Diia' application installed and one of the following documents:

  • ID card
  • biometric foreign passport
  • foreign passport issued after 2015

Old paper passports are not suitable for electronic identification.

Identification is also possible through a video conference with the PFU or by contacting the consulate. Residents of temporarily occupied territories are advised to use remote identification methods, which will allow them to meet the requirements without physically visiting the institutions.

This resolution is significant for ensuring social payments to pensioners who, due to various circumstances, cannot be physically present in Ukraine. The introduction of remote identification methods, such as authorization through 'Diia.Signature' and video calls, aims to simplify the process for this category of citizens, especially for those in temporarily occupied territories. It also reflects the adaptation of state services to modern technologies, which can enhance the effectiveness of social service delivery.
