In-Person Identification for Pensioners Residing Outside Ukraine
Pensioners who are temporarily living abroad or in territories currently occupied must undergo an annual in-person identity verification by December 31 each year to continue receiving their pension payments starting January of the following year. This directive comes from the Pension Fund of Ukraine, which stresses the necessity of meeting these requirements to ensure uninterrupted pension disbursements.
Who Must Comply and Legal Basis
According to Ukrainian law, two groups of pensioners are subject to this rule: those temporarily residing outside Ukraine and those living in Russian-occupied areas. The obligation to complete physical identification is grounded in Article 47-1 of the Law on Mandatory State Pension Insurance and Cabinet of Ministers Resolution No. 299 dated February 11, 2025. This resolution governs the payment of pensions, lifelong monthly allowances, and insurance benefits for individuals who have lost work capacity due to workplace accidents or occupational diseases.
Previously, five different methods for completing identity verification were published. It’s important to note that some categories of pensioners are exempt from repeating the identification process within the same year. Nevertheless, common mistakes often cause verification failures for pensioners abroad. Adhering to these procedures is crucial for timely and hassle-free pension payments.
This identification requirement aims to maintain oversight of pension distributions, especially given the significant number of Ukrainians displaced abroad or residing in occupied zones.
