Kremlin Talks and UAE Summit: Delegation Rosters and a Proposed Energy Truce

Kremlin Negotiations

Vladimir Putin held talks with a U.S. delegation in the Kremlin, a meeting that lasted over three and a half hours. This was the first official meeting in 2026 between American representatives and Putin. The Russian side included Putin's aide Yuri Ushakov and the head of the Russian Direct Investment Fund, Kirill Dmitriev. Following the conclusion of the talks, the motorcade of the American delegation departed the Kremlin grounds.

Planned Trilateral Meeting

A technical-level trilateral meeting involving Ukraine, the United States, and Russia is scheduled to take place soon in the United Arab Emirates. According to the Financial Times, the U.S. and Ukraine plan to propose an 'energy truce' to Russia during these discussions. Concurrently, Sky News reports that a Russian delegation is expected to appear in Abu Dhabi.

The U.S. delegation for the Kremlin talks consisted of:

  • Special Presidential Envoy Steve Witkoff,
  • Donald Trump's son-in-law, Jared Kushner,
  • and U.S. General Services Administration Federal Acquisition Service Commissioner Josh Grunbaum.

The Ukrainian delegation for the UAE meeting will be comprised of:

  • National Security and Defense Council Secretary Rustem Umerov,
  • Head of the Presidential Office Kyrylo Budanov,
  • Deputy Head of the Presidential Office Serhiy Kyslytsia,
  • 'Servant of the People' parliamentary faction leader David Arakhamia,
  • and Chief of the General Staff of the Armed Forces of Ukraine Andrii Hnatov.

The Kremlin negotiations signal a notable intensification of diplomatic efforts amid the ongoing international crisis. These high-level meetings are being closely watched, as energy security remains a pivotal and contentious global issue.
