From October 1, 2025, in Ukraine, the recalculation of housing subsidies for the heating season of 2025-2026 will begin, which will last from October 16 to April 15. The Pension Fund of Ukraine (PFU) will automatically review the payment amounts for most recipients, while some citizens will have to apply on their own. This is reported by the official website of the PFU.
What are the criteria for subsidy recalculation at the PFU
For the automatic recalculation of subsidies, the PFU will consider household incomes for the I and II quarters of 2025, and for pensioners, the pension amount for August 2025. Households that received a zero subsidy in the summer will also undergo an automatic review of their payment amounts.
Subsidy recalculation: who needs to apply on their own
However, certain categories of citizens must apply independently. This applies to those who:

Are applying for a subsidy for the first time.

Have changed the composition of their household or family as of October 1.

Changed the list of housing and utility services.

Have paid off debts for utilities, signed a restructuring agreement, or disputed the debt in court.

To obtain a subsidy, it is necessary to submit:

An application and declaration in the established forms.

Additional documents (if necessary):

Housing rental agreement (for tenants).

Debt restructuring agreement.

IDP certificate (for applications made at the actual place of residence).

How to apply for a heating subsidy
Documents can be submitted in several ways:

In person at the PFU service center.

By mail to the address of the territorial PFU body.

Online through the PFU web portal or mobile application.

Via the CNAP or the “Diia Portal”.
If documents are submitted from October 1 to November 30, the subsidy will be assigned from the start of the heating season. A delay may postpone payments until the following month. The PFU urges checking the relevance of data and timely consulting with service centers or hotlines.
