Manufacturing and Trade Contributed a Third of Ukraine's 2025 Tax Revenue

Sectoral Contributions to the 2025 State Budget

In 2025, the manufacturing industry and wholesale/retail trade were the largest contributors to Ukraine's state budget, together accounting for over a third of all tax revenue. Specifically, manufacturing provided 17.9% of total taxes paid, while wholesale and retail trade contributed 16.6%. This highlights the critical role these sectors play in the national economy, even amidst ongoing conflict.

Manufacturing demonstrated significant growth of 23.6%, contributing an additional 70.2 billion UAH. Wholesale and retail trade also showed positive momentum, growing by 24.8% and adding 67.6 billion UAH to the budget. Against this backdrop, public administration and defense also made a substantial contribution, accounting for 12.4% of total taxes with a growth of 25.9%, or 52.4 billion UAH.

Challenges for Businesses and Their Budgetary Impact

Additionally, financial and insurance activities contributed 8.4%, while agriculture, forestry, and fishing showed a remarkable growth of 35.8%, equivalent to 27.9 billion UAH. These figures illustrate the diversity of revenue sources for the state budget but also underscore the severe operational challenges faced by businesses.

Lesia Karnaukh noted that 'constant shelling, destroyed infrastructure, lack of electricity, and logistical disruptions are daily challenges for entrepreneurs.'

Despite these immense difficulties, the taxes paid fund military salaries, energy workers' pay, equipment procurement, healthcare, education, and social programs. This confirms that businesses, operating under extreme circumstances, remain a vital pillar supporting the state and its economy.

Consequently, the 2025 budget results demonstrate the resilience and adaptability of Ukrainian enterprises. It is significant that even during war and economic hardship, various economic sectors continue to generate revenue used to finance critical state services. This underscores the importance of supporting entrepreneurship and creating conditions for its development, which will in turn help strengthen the country's economy in the future.
