Manufacturing and Trade Emerge as Ukraine's Top Budget Contributors for 2025

Ukraine's Economic Performance in 2025

In 2025, Ukraine's state budget was primarily funded by the manufacturing and trade sectors, which together generated over one-third of all tax revenue. Manufacturing alone contributed 17.9% of the total tax intake, while wholesale and retail trade, along with vehicle repair, accounted for 16.6%. This robust performance highlights the resilience of key domestic industries during a period of national crisis.

State administration and defense, including social insurance, provided 12.4% of the budget, and the financial and insurance sectors contributed 8.4%. Combined, industry and trade were responsible for generating more than 34% of Ukraine's total tax funds.

Growth in Key Sectors

Several sectors showed significant growth. Agriculture, forestry, and fishing saw an increase of 35.8%, equivalent to 27.9 billion UAH in 2025. State administration and defense grew by 25.9% (52.4 billion UAH). Trade and vehicle repair expanded by 24.8% (+67.6 billion UAH), and manufacturing increased by 23.6% (+70.2 billion UAH).

This trend is crucial for financing state programs, including social payments and defense expenditures, which are of paramount importance given Ukraine's current circumstances.
