Application Methods for Government Assistance

Internally displaced persons (IDPs) have five options to apply for state-provided living assistance. For first-time applicants, the benefit is granted for a six-month period. The Pension Fund of Ukraine released details on the application process. The rules governing these payments are outlined in the Procedure for Providing Living Assistance to Internally Displaced Persons, approved by Cabinet Resolution No. 332 on March 20, 2022.

Payments are made on a monthly basis. Applications can be submitted through the following channels:

  • In person at any Pension Fund service center of your choice;
  • Through an authorized representative of the executive body of your village, settlement, or city council within your territorial community;
  • Via a Center for Administrative Services (known as a TsNAP);
  • By mail to the regional office of the Pension Fund;
  • Online through the Pension Fund of Ukraine’s web portal for electronic services.

For online submissions, a qualified electronic signature (QES) is required. This means IDPs can access state support through multiple convenient application methods.
