Loss of state assistance for internally displaced persons in Ukraine
In Ukraine, internally displaced persons (IDPs) may lose state assistance under certain conditions related to the improvement of their financial status. Payments are provided for six months with the possibility of extension and have fixed amounts. For children and persons with disabilities, the assistance amounts to 3,000 hryvnias, while for other categories it is 2,000 hryvnias.
Reasons for stopping payments
The main reasons for stopping payments are making expensive purchases or changing financial status. For example, assistance will be canceled if the displaced person or a family member purchases a car that is less than 5 years old. The purchase of land, an apartment, or a house worth more than 100,000 hryvnias is also prohibited. Having a deposit or bonds worth more than 100,000 hryvnias is also grounds for stopping payments.
Additionally, there are other conditions under which the assistance may be canceled:
- Returning to the abandoned place of residence.
- Traveling abroad for more than 30 consecutive days.
- Being fully supported by the state.
- Having housing in safe areas with an area of more than 13.65 sq. m per family member.
- If the housing was purchased with state compensation.
For automatic extension of payments, separate criteria are established for pensioners, persons with disabilities, orphans, and single parents. As of 2026, the pension should not exceed 10,380 hryvnias, which may also affect the ability to receive assistance. Thus, internally displaced persons must be cautious in their financial decisions to avoid losing state support.
The stated rules regarding state assistance to internally displaced persons reflect the government's efforts in Ukraine to control the use of budget funds and prevent abuse. However, such restrictions can significantly impact the financial stability of IDPs, especially in conditions of economic instability. It is important for displaced persons to be aware of these conditions to avoid losing necessary support and to maintain their social security.
