Understanding Street Document Checks by Military and Police

Roman Istomin, head of communications for the Poltava Regional Territorial Center for Recruitment and Social Support (TCC and SP), has clarified the procedure for verifying military registration documents on the streets under martial law. Ukraine is currently under martial law, which imposes specific obligations on citizens, including presenting documents for inspection. These obligations are enshrined in the laws 'On the Legal Regime of Martial Law' and 'On Mobilization Training and Mobilization'.

According to regulations, men aged 18 to 60 are required to carry their military registration documents with them. The inspection procedure is governed by Government Decree No. 560. An authorized representative conducting a check must approach the individual, introduce themselves, and present their own identification first. For this, the representative must have two primary documents:

  • An authorized person's certificate;
  • An official service ID, which can be a military ticket or an officer's certificate.

The authorized person's certificate must contain a photograph, surname, first name, patronymic, and the signature of the head of the military administration. It is important to note that the authority defined in a certificate signed by the head of a regional military administration is valid throughout the entire region, while one signed by the head of a district military administration is valid only within that district. A standard notification group conducting checks consists of 3-4 military personnel and one police officer. Police officers have similar authority to inspect documents.

Roman Istomin noted that the citizens' obligation to carry and present documents for inspection is stipulated in two Ukrainian laws. He also emphasized that a military ticket is a mandatory document to present during a check. According to Istomin, in the Poltava region, TCC servicemen typically do not carry out these measures without police presence, and it is difficult to imagine a TCC serviceman not having an authorized certificate.

These document verification measures are part of a broader strategy to ensure security under martial law in Ukraine. Citizens, particularly men of conscription age, should be aware of their rights and responsibilities to avoid violations and misunderstandings during inspections. Such checks are a common security practice in many countries during periods of heightened national alert.
