Military Registration Document Checks at the State Border
Lawyer Oleksiy Mendrukh has highlighted Cabinet of Ministers of Ukraine Decree No. 560, which governs the inspection of military registration documents at the state border. He pointed out that this inspection applies exclusively to male individuals aged 18 to 60, while women are not subject to this category. This policy is part of Ukraine's broader mobilization framework under martial law.
According to clause 17 of the decree, if a man lacks a military registration document or if the Unified Register contains data indicating he is wanted, border guards deny him exit and call the police to escort him to a Territorial Recruitment and Social Support Center (TCC). Mendrukh notes that this procedure does not extend to women.
