Operations at Perm Refinery Come to a Standstill
The Perm oil refinery, ranked seventh in Russia by processing volume, ceased operations following a drone attack launched by Ukrainian forces on Friday. The assault caused a fire and inflicted damage on the refinery’s pipelines, storage tanks, and processing units. Located 1,460 kilometers northeast of Moscow, the Perm refinery processed approximately 12.6 million tons of crude oil in 2024, equating to around 252,000 barrels per day.
Production Output and Impact of the Attacks
In 2024, the Perm refinery produced:
- 2 million tons of gasoline,
- 5.3 million tons of diesel fuel,
- 200,000 tons of fuel oil,
- 700,000 tons of petroleum coke.
The refinery is owned by Lukoil. Ukrainian President Volodymyr Zelensky confirmed that the Defense Forces targeted oil refineries in Perm and Novoshakhtinsk, as well as a defense industry facility in Ulyanovsk.
Earlier, the Moscow oil refinery also suspended operations after a drone strike on the night of September 20. This attack damaged both of its main crude oil distillation units, and it is anticipated that restoring full functionality could take several weeks.
The shutdowns at both the Perm and Moscow refineries highlight the increasing vulnerabilities faced by Russia’s oil infrastructure amid the ongoing conflict.
