First Ukrainian Lobbyist Reporting Cycle Ends with 11 Non-Compliant

Ukraine's First Lobbying Disclosure Period Concludes

The inaugural reporting period for lobbying activity in Ukraine concluded on February 1, 2026. This new transparency system, a key part of recent anti-corruption reforms, requires registered lobbyists to disclose their activities. As of December 31, 2025, 132 individuals had obtained lobbyist status, with 5 having ceased operations and 1 suspending their activity. During the reporting period for the second half of 2025, lobbyists registered 298 specific lobbying issues, 272 entities they sought to influence, and held 380 meetings with public officials. They also signed 10 service contracts and reported 168 clients or beneficiaries of their lobbying efforts.

Despite this activity, 11 of the 132 registered lobbyists failed to submit their mandatory disclosure reports to the Transparency Register. This non-compliance raises concerns about the enforcement of Ukraine's lobbying law and the potential consequences for those who have not fulfilled their legal obligations.

The most frequently lobbied policy areas in Ukraine were:

  • Customs policy
  • Economic development
  • Regulatory policy and property rights
  • Environmental policy and natural resource management

While this first reporting cycle marks a significant step toward transparency in Ukrainian policymaking, the failure of some lobbyists to report highlights the need for stronger accountability and oversight. For the system to build public trust and ensure a level playing field, all participants must adhere to the rules, which is crucial for fostering a more stable and predictable business environment in Ukraine.
