Progress and Challenges in Building the National Military Memorial Cemetery
The construction of the National Military Memorial Cemetery’s initial two phases is expected to conclude by 2027. The 2025 state budget allocates 1 billion hryvnias for this purpose. Minister of Veterans Affairs Vitaliy Kim has noted that finishing the project by the end of 2026 is unrealistic, but completion by the close of 2027 remains theoretically achievable. The preparation of architectural documentation alone will take at least nine months, with an additional two to three months needed beyond that.
On March 15, 2024, the Ukrainian Cabinet of Ministers officially approved the final location for the National Military Memorial Cemetery. However, the land was allocated without consulting the local community. The site is situated atop a complex underground water system, posing potential contamination risks to the village of Markhalivka and nearby settlements. Furthermore, the area intersects with the Emerald Network, a European-level nature protection zone, which experts argue conflicts with international environmental standards.
Construction Milestones and Community Concerns
The first burials, honoring five unidentified soldiers, took place on August 29, 2025, with President Volodymyr Zelensky attending the ceremony. The first phase’s initial operational complex has been completed, featuring 6,000 burial spaces out of a planned 120,000 to 130,000. Additionally, two columbaria have been built, parking facilities established, utility networks installed, and both a road interchange and access road constructed. Since construction began in 2022, families of fallen servicemen have awaited the promised memorial.
Despite these advancements, local opposition has arisen due to environmental concerns and perceived lack of transparency in the project tendering process. Vitaliy Kim expressed doubts about securing additional funds for completing the cemetery or future phases, stating:
"I don’t believe there will be extra money to finish construction or other phases. We have what we have, and must use it efficiently."He further commented:
"I don’t know when it will be on time, because it’s already been 4 years. Definitely not by the end of this year. But theoretically, it could be done by the end of 2027."
The National Military Memorial Cemetery carries significance beyond serving as a burial site. It plays a crucial role in veteran policy, fostering respect and remembrance for Ukraine’s heroes. Minister Kim emphasized, "This is not just a memorial; it’s a tool to educate people about veteran policy, respect, and our heroes." Thus, while the cemetery holds deep social and cultural value, the project’s realization faces substantial hurdles.
For the international community, the cemetery stands as a poignant symbol of honoring military sacrifice and supporting veterans amid ongoing challenges. However, environmental risks and funding shortages threaten the project’s successful completion, raising concerns among local residents and experts alike.
