In Ukraine, citizens can receive benefits or subsidies for utility payments, but not both types of assistance at the same time. In 2026, UAH 468.5 billion is allocated for the social sector in the state budget. The Pension Fund of Ukraine explains the conditions for receiving benefits and subsidies, as well as possible checks.

Who is Entitled to Benefits

  • Benefits for combatants amount to 75%.
  • For persons with disabilities due to war - 100%.
  • For family members of deceased defenders - 50%.

The average monthly income per household member should not exceed UAH 4660 to receive benefits in the second group.

Conditions for Subsidy

Housing subsidy is granted to families that spend more than 15-20% of their total income on utility services. However, assistance is not provided if:

  • there is a debt for utility services exceeding UAH 680;
  • the family made a purchase exceeding UAH 50,000 in the last year.

Who Will Come for Inspection

Social inspectors may check the living conditions of individuals applying for assistance. As the Pension Fund of Ukraine states, 'the existing regulations provide for specific cases when it is necessary to conduct an Act of inspection of the material and living conditions of the household' to make a decision.

Roman Yermolichev, commenting on the 2026 budget, noted: 'The budget demonstrates that even in wartime, the state maintains clear priorities - supporting people who need protection the most'.
