Social housing norms and benefits for the payment of housing and utility services
The Pension Fund of Ukraine reminded about the social housing norms that define benefits for the payment of housing and utility services for citizens. The established norms regulate which categories of the population can expect discounts, as well as what social norms of housing area are considered when granting these benefits.
According to the resolution of the Cabinet of Ministers of Ukraine dated August 6, 2014 No. 409, for the management services of an apartment building, the norm is:
- 21 square meters per person;
- 10.5 square meters per family.
For a family of three, this norm amounts to 73.5 square meters. Similar norms also apply to heating services: 21 square meters of heated area per person plus 10.5 square meters per family. In the case of families of war veterans and victims of Nazi persecution, the norm increases to 42 square meters per person plus 21 square meters per family.
Benefits for utility services
Benefits for utility services can range from 25% to 100%. Among the beneficiaries who are entitled to discounts are:
- children of war;
- large families;
- participants of combat actions who receive a 75% discount;
- victims of the Chernobyl disaster who are granted a 50% discount;
- cultural workers in villages who can benefit from a 100% discount.
It is important to note that the average monthly income of a family should not exceed 4240 hryvnias per person over the last six months to qualify for benefits.
Since January 2023, benefits for utility services are provided exclusively in monetary form. The right to benefits is established for 12 months, allowing citizens to plan their utility expenses taking into account the discounts received.
These social norms and benefits are important for supporting vulnerable segments of the population, especially under conditions of economic difficulties that may arise due to rising prices for utility services.
Reducing the financial burden on low-income families can positively affect their ability to meet their basic needs. It is essential that citizens are aware of their rights and opportunities for obtaining benefits to reduce expenses for housing and utility services.
