In Ukraine, the maximum income threshold for receiving subsidies for housing and communal services in 2026 has been updated, depending on the minimum subsistence level. According to new data, the maximum income for receiving subsidies in 2026 will be 4660 hryvnias. This decision aims to improve access to housing and communal services for citizens who find themselves in difficult financial situations.

Calculation of the maximum income

The minimum subsistence level for able-bodied individuals has been set at 3328 hryvnias since January 1, 2026. The maximum income is calculated as the minimum subsistence level multiplied by a coefficient of 1.4. This means that if a person's income does not exceed the specified amount, they are entitled to receive subsidies.

Categories eligible for subsidies regardless of income include:

  • participants in hostilities;
  • persons with disabilities as a result of war;
  • family members of fallen defenders of Ukraine.

These changes are aimed at supporting vulnerable groups in the population and ensuring their rights to social guarantees.

The update of the maximum income for receiving subsidies for communal services is an important step in supporting socially vulnerable citizens. It allows more people to receive the necessary financial assistance in difficult economic conditions. It also indicates the government's efforts to adapt social policy to changes in the standard of living and economic situation in the country.
