Relocating Beneficiaries and Maintaining Their Privileges
Individuals entitled to utility payment subsidies who relocate must fulfill specific requirements to keep their benefits. According to clauses 7 and 8 of the Regulations on the Register of Persons Eligible for Benefits, approved by the Cabinet of Ministers of Ukraine on January 29, 2003, No. 117, either the beneficiary or a legally competent adult family member must inform the Pension Fund of Ukraine in writing about the change of residence within 30 days.
Criteria for Receiving Benefits
Utility subsidies are granted based on either the beneficiary's registered or actual place of residence. To qualify for benefits at the actual residence, proof of living there is required. Acceptable documents include:
- a certificate confirming registration as an internally displaced person;
- other documentation such as a housing rental agreement.
If relevant documentation is unavailable, an official from the local village, settlement, or city council executive body may conduct a household inspection and create a report to verify the actual place of residence.
It is important to note that eligibility for subsidies covering utility payments, as well as the purchase of solid and liquid household heating fuels and liquefied gas, may depend on the beneficiary's place of residence. For instance, pensioners from certain professions who worked in rural areas can only receive housing benefits if they continue living there after retirement.
