Automatic Renewal of Utility Bill Subsidies

Ukraine's Pension Fund has announced that starting in January 2026, the right to receive housing and utility subsidies will be automatically renewed for most citizens. This applies to individuals who received this income-based assistance in 2025. The key factor for automatic renewal will be a household's income level. This change is part of an ongoing effort to streamline social support for vulnerable groups.

To qualify, the average monthly total income per person over the last six months must not exceed the threshold for the tax social benefit. For 2026, this income limit is set at 4,660 hryvnias. The Pension Fund will independently obtain the necessary income data from the State Tax Service. The income of the subsidy recipient and their family members for the third and fourth quarters of 2025 will be taken into account.

The Automatic Recalculation Process

Employers submit reports for the fourth quarter by February 9, after which the final calculation will be made. If the income per family member exceeds 4,660 hryvnias, the subsidy will not be granted. It is important to note that individuals whose circumstances are unchanged do not need to contact the Pension Fund. A personal visit or submission of updated information will only be necessary if there are changes in family composition, place of residence, or the list of utility services covered by the subsidy.

The automatic renewal of utility subsidies aims to simplify the process of receiving social assistance, reducing the need for visits to government offices. This could positively impact the financial situation of many Ukrainian families living near the poverty line. Support for low-income households remains a crucial aspect of the state's social policy, which is focused on improving living standards for the population.
