Revised Rules for Utility Subsidies Coming in 2026
Starting in 2026, eligibility for housing and utility subsidies for most Ukrainian citizens will be tied to a household's average monthly income. The new maximum income threshold will be set at 4,660 hryvnias per person per month. This policy shift was announced by the Main Department of the Pension Fund in the Chernivtsi region. These changes are part of broader social support reforms in Ukraine.
Under the revised rules, subsidies will be granted only to those beneficiaries whose family's average monthly income per capita does not exceed this specified amount. It is crucial to note that certain categories of citizens are guaranteed the benefit regardless of their income level. From January 1, 2026, the subsistence minimum for able-bodied persons will be 3,328 hryvnias. The new income limit for subsidy recipients is calculated using a formula: the subsistence minimum multiplied by a coefficient of 1.4 and then rounded to the nearest 10 hryvnias.
Citizen Groups Eligible for Subsidies Regardless of Income
The categories of citizens who will receive utility subsidies even if their income exceeds the threshold include:
- Combatants;
- Persons with disabilities due to war;
- Family members of fallen Defenders of Ukraine;
- Family members of deceased war veterans.
Consequently, the new framework aims to ensure social protection for those most in need, while introducing stricter financial criteria for receiving housing and utility support.
These adjustments to the utility subsidy system underscore the state's effort to adapt social policy to current economic realities and to provide targeted assistance to the most vulnerable segments of the population.
