Automatic Eligibility Assessment for Utility Subsidies

The Pension Fund of Ukraine has initiated an automated process to determine eligibility for housing and utility subsidies (ZhKP) for the year 2026. Households qualify if their average monthly total income per person over the last six months does not exceed 4,660 hryvnias. To make this determination, the Pension Fund is utilizing data from the State Tax Service, specifically income information from the 3rd and 4th quarters of 2025.

The verification process is ongoing and is expected to conclude shortly. It is important to note that the automatic extension of subsidies will apply specifically to individuals who were already receiving them in 2025. If the average income per person exceeds the stated amount, the right to the subsidy is forfeited.

Options for Beneficiaries

Beneficiaries retain the right to submit a new application if there have been changes in their circumstances, such as:

  • household composition,
  • place of residence,
  • or the list of utility services for which the subsidy applies.

Employers are required to submit reports for the 4th quarter of 2025, which are critical for this analysis, by February 9th. Following these submissions, the Pension Fund will complete all necessary checks, and utility subsidies for 2026 will be granted to those found eligible. This system is part of broader efforts to streamline social support in Ukraine, reducing bureaucratic hurdles for vulnerable citizens during a challenging economic period.

Automating the eligibility process for housing and utility subsidies represents a significant step in simplifying access to social support for vulnerable population groups. It also helps reduce administrative costs and ensures faster access to benefits for those in need.
