New Travel Cards for Ukraine's Subsidized Passengers
Ukraine plans to introduce special electronic travel cards for its subsidized passenger categories, which will replace the current paper-based passes. This initiative is part of a broader digital transformation of public services in the country. The phased rollout of the new system is scheduled to begin in 2026 and is expected to be fully operational by 2028. Oleksandr from the 'Narodna Dumka' channel detailed these changes in a video published on March 7, 2026.
Under the new plan, the card will become the primary document for free travel, superseding all existing paper certificates. Special terminals will be installed on buses, allowing eligible passengers to tap their cards to register a journey. Each trip will be automatically recorded, a measure designed to reduce fraud risks and simplify the accounting process for transport operators.
Transport companies serving these passengers will be reimbursed by regional administrations. It is crucial to note that no money will be deducted from the cardholders themselves, meaning travel will remain free of charge. Oleksandr emphasized that the current system is poorly tracked and operates largely on trust. He stated that passenger numbers are not properly monitored under the existing framework:
