Utility Discounts for Eligible Residents
In Ukraine, many people live at a different address from the one where they are officially registered, a situation that often affects displaced persons. The Pension Fund of Ukraine reminds citizens who are entitled to benefits that they can apply for utility bill reductions based on their actual residence, even if it differs from their registration address. To qualify, they must confirm that they truly live there. These housing and utility subsidies are available only to individuals whose details are listed in the Register of Persons Entitled to Benefits.
Application Procedure
The rules for maintaining this Register follow Cabinet of Ministers Resolution No. 117 of 29 January 2003. Acceptable proof of actual residence includes:
- a certificate confirming registration as an internally displaced person;
- a lease agreement for the dwelling.
If the applicant does not have either document, an authorized official from a village, settlement, or city council executive body may prepare a report based on an inspection of the household's living conditions. That report can also serve as a basis for granting the discount.
Thus, individuals who do not reside at their registered address can still receive utility discounts by completing the required steps and submitting the appropriate documents.
This initiative by the Pension Fund is intended to make it easier for people who have relocated or changed their place of residence to access social benefits without needing to use their registered address. Keeping the application process open and transparent helps protect vulnerable households from financial hardship during a period of economic instability.
