New Chief Appointed for Kyiv Patrol Police
Police Major Yehor Holubov has been named the new head of the Kyiv Patrol Police Department, following a leadership shakeup triggered by a deadly shooting in the Holosiivskyi district on April 18. The appointment was announced by Oleksandr Fatevych, Deputy Head of the National Police of Ukraine, and Oleksiy Biloshitskyi, First Deputy Director of the Patrol Police Department. This change comes as Ukrainian authorities seek to restore public confidence in law enforcement after the tragic incident.
Holubov began his career with the patrol police in 2016 in the Donetsk region, later serving as commander of a patrol police battalion in the cities of Kramatorsk and Sloviansk within the Donetsk Oblast Patrol Police Department. His promotion occurs in the wake of the capital's violent event, which claimed seven lives.
Leadership Reshuffle in the Patrol Police
In response to the Holosiivskyi district tragedy, Yevhen Zhukov, the head of the Patrol Police Department, submitted a resignation letter of his own accord. Reports indicate that Zhukov will transition to a role as an advisor to the head of the National Police. The previous head of the Kyiv Patrol Police Department, Yaroslav Kurbakov, who had held the position since March 2023, was removed and demoted following the events in Holosiivskyi.
The Minister of Internal Affairs stated that
“Zhukov cannot morally remain in his post when two police officers made mistakes and failed to protect the people.”He further emphasized that
“the actions of the patrol officers undermined the integrity of the entire law enforcement system.”These personnel changes are taking place amid significant challenges for the country's police forces, demanding new approaches and decisive action.
Yehor Holubov's appointment as head of the Kyiv Patrol Police Department signals the National Police's effort to rebuild trust in the law enforcement system following the tragic events in the Holosiivskyi district. The reshuffling, including the departures of Yevhen Zhukov and Yaroslav Kurbakov, indicates that the Ministry of Internal Affairs is aiming to enhance accountability and operational effectiveness within the police, especially as security threats and public scrutiny intensify.
