Leadership Shake-Up in Patrol Police After Attack
In the wake of the April 18 terrorist attack in Kyiv's Holosiivskyi district, significant leadership changes have been made within the city's patrol police force. Interior Minister Ihor Klymenko announced reforms that will introduce a militarized training program for law enforcement officers, to be conducted with the assistance of combat-experienced military personnel.
The attack resulted in six fatalities. The shooter, a 58-year-old native of Moscow, was neutralized by the KORD special unit during an assault. Overhaul of Law Enforcement Training
According to Ihor Klymenko,
"We have now removed the entire chain of command from their posts: from the platoon commander to the head of the Kyiv City Patrol Police Department. These may not be the final personnel decisions."The Minister stressed that patrol officers must be prepared for potential threats, stating:
"A police officer should not be afraid when a bullet whistles by, because he must take risks for the lives of others."
The reformed training program will require patrol officers to undergo intensive, rotational training at military-style ranges. This instruction will involve soldiers with combat experience from the National Guard and the State Border Guard Service. Demobilized veterans will be offered positions as instructors. The plan is to begin the reform within patrol service units, later extending it to district police departments across Ukraine.
