Kyiv Terror Attack of April 18, 2026
A terrorist attack in Kyiv on April 18, 2026, has prompted Ukrainian President Volodymyr Zelenskyy to call for a full review of police response protocols. General Prosecutor Ruslan Kravchenko announced that two patrol officers are under suspicion for their inaction during the incident. The assailant, 58-year-old Dmitry Vasilchenkov, a native of Moscow, was neutralized by the KORD special forces unit.
The attack occurred in Kyiv's Holosiivskyi district, where the gunman opened fire and barricaded himself inside a supermarket, taking hostages. Simultaneously, a fire broke out in the apartment where the attacker was registered. The Kyiv city prosecutor arrived at the scene. Law enforcement eliminated the shooter, but only after two patrol officers who had initially responded to the call left the scene despite the presence of wounded individuals, including a child.
"Today, the General Prosecutor of Ukraine, Ruslan Kravchenko, stated that sufficient evidence has been gathered, and suspicion has been formally notified to those two patrol police officers who failed to protect people during Saturday's attack in Kyiv. The patrol officers were duty-bound to do everything to stop the killer. But they fled. There must be accountability."

In connection with the event, President Zelenskyy also stated: "I expect that subsequent procedural steps regarding them will not be delayed. And all response protocols, training rules, and rules for the use of weapons to protect people must be reviewed within the police so that nothing like this happens again. There must be safety for everyone."
In the wake of the scandal involving the patrol officers, Police General Yevhenii Zhukov resigned from his position as head of the Patrol Police Department of the National Police of Ukraine.
It is noted that the attacker, Dmitry Vasilchenkov, had family ties to Russia and had made public anti-Ukrainian statements. This incident serves as another stark reminder of the persistent need to enhance the effectiveness of law enforcement agencies during emergencies, a critical challenge for Ukraine amidst ongoing security threats.
The Critical Need for Timely Response
This terror attack presented a severe challenge to Ukrainian law enforcement, underscoring the vital importance of a timely response to threats. The calls from the president and the general prosecutor to overhaul response protocols signal the authorities' intent to improve citizen safety and prevent similar incidents in the future.
