Ukraine's Strategic Blueprint for 2026
Ukrainian Defense Minister Mykhailo Fedorov has unveiled a comprehensive war plan for 2026, designed to secure the country's airspace, halt enemy advances across all domains, and sever the economic resources Russia uses to wage war. This strategy, presented in the fourth year of Russia's full-scale invasion, carries an estimated price tag of $120 billion for its implementation. This ambitious plan underscores Ukraine's shift from immediate defense to a long-term strategy for achieving decisive advantages.
Core Objectives of the Strategy

The first objective is to achieve real-time identification of 100% of aerial threats and intercept at least 95% of missiles and drones. The Defense Ministry has already begun constructing a multi-layered network of 'small-scale' air defense systems and scaling up interceptor production. Fedorov stressed that securing the skies is a critical prerequisite for the nation's normal functioning and economic recovery.

The second goal is to halt the enemy on land, at sea, and in cyberspace. The Defense Minister noted that Ukraine possesses a specific list of solutions and projects to achieve this, including improvements to the procurement system and completing corps-level reforms. 'The aim is to stop the enemy in every domain,' Fedorov stated, emphasizing the importance of transforming training and management systems to be data-driven.

The third strategic aim is to deprive Russia of the economic resources, most notably oil revenues, that fuel its war machine. Minister Fedorov pointed to the critical need to block the financial channels through which Russia obtains resources for the war. 'It is from this budget that the war is financed. If we block this channel, the resources for war will sharply decline,' he emphasized.
To fund these strategic goals, Ukraine plans to cover half of the required $120 billion through its own budget and loans from the European Union. The Defense Ministry is actively working on a comprehensive mobilization reform, which will also contribute to achieving these objectives. The DELTA system's eBaly platform is already providing high-quality battlefield data, and the next step is to convert this information into decisive combat power.
Mykhailo Fedorov stressed that 'every decision is based on quality data, not intuition,' which will in turn enhance the effectiveness of Ukrainian military operations. He acknowledged that Ukrainians think daily about when the war will end and desire peace more than anyone else in the world. The Defense Minister stated that his team is working to strengthen Ukraine's defenses precisely to force the enemy to the negotiating table for a just peace.
