PlayCity creates a registry for players: how to limit participation in gambling

The State Agency PlayCity announced a tender to create a Registry of persons restricted from participating in gambling


PlayCity is looking for a contractor to create a Registry that will allow players to self-limit their participation in the game or restrict family members from playing through a special electronic cabinet. Among the innovations are connections with the 'Diya' portal, automatic record keeping, protection of personal data, checking the presence of a person in the Registry, collecting statistics, and preparing analytical reports for market control.



  • Estimated development cost - 1.78 million UAH.

  • Applications for participation in the tender are accepted until October 26, 2025, with completion scheduled for December 15, 2025.



Improving the Registry to protect against the negative impact of gambling


“We are starting to improve an important regulatory tool of the industry - the Registry, which helps people protect themselves or their loved ones from the negative impact of gambling,” said the head of the State Agency for Regulation of Gambling and Lottery Business, Hennadii Novikov.


By the end of 2025, Ukrainians will see the launch of the State Online Monitoring System for the gambling sector, which will control all activities of legal casinos. This system will keep track of all financial operations, allowing the state to monitor the amounts of taxes paid.



The improvement and expansion of the Registry of persons restricted from participating in gambling reflects the overall trend of increasing control over the gambling business and protecting citizens from the negative consequences of gambling in modern information society.
