State Online Monitoring System Enters Testing Phase
Ukraine's gambling regulator, PlayCity, has initiated testing of its State Online Monitoring System (DSOM), with the first five licensed gambling operators already onboard. Agency head Hennadii Novikov announced this during a presentation to the Verkhovna Rada Committee on Digital Transformation. The system's initial module is currently operating in a trial mode.
During this first phase, DSOM tracks the following metrics:
- Bet acceptance
- Bet returns
- Winnings payouts
- Player account deposits
- Unique player identifiers
- License registries
The platform can process tens of thousands of transactions per second. It includes dedicated dashboards for both the regulator and the State Tax Service of Ukraine. Novikov highlighted the system's enforcement potential:
'For example, if an operator connects to DSOM but a test purchase we make does not appear in the system, that indicates an off-the-books cash register. In such cases, we will respond harshly, including revoking licenses.' Hennadii Novikov
Development of the online monitoring system began in September 2025, with the tender awarded to Computer Information Technologies LLC. The second phase, scheduled for 2026, will introduce automated tax liability calculation. To uncover tax evasion, regulators plan to use a test-bet method.
