When applying for permanent residence or citizenship in Germany, it is checked whether the applicant can independently support themselves and their family. At the same time, not every state payment is considered an obstacle: the rules depend on its type and grounds for receipt. Separately, the conditions of social support in Germany change. The material from Visit Ukraine discusses which payments may affect legalization.
Which payments generally do not hinder document processing in Germany
German legislation distinguishes between insurance payments, family support, and basic social assistance. According to Visit Ukraine, assistance that a person is entitled to due to paid taxes or insurance contributions is usually not considered dependent on basic social support.
Such payments include:
- Kindergeld — child allowance;
- Kinderzuschlag — supplement for families with low incomes;
- Elterngeld — payments after the birth of a child;
- ALG I — unemployment insurance benefits;
- Krankengeld — payments from health insurance during prolonged illness;
- BAföG — state support for students and pupils;
- insurance pension and advance maintenance payments.
Previously, Germany also tightened the rules for the receipt of social benefits for Ukrainians. However, the mere fact of receiving certain assistance does not automatically lead to a refusal of permanent residence or citizenship: the specific grounds and circumstances of the applicant matter.

Which payments may complicate obtaining permanent residence or citizenship
The main risk, according to Visit Ukraine, is associated with basic assistance that is financed from taxes. This includes, in particular, Grundsicherungsgeld, which, starting from July 2026, will replace Bürgergeld, and Sozialhilfe.
If the applicant covers basic living expenses with such payments, it may affect the assessment of their financial independence. At the same time, German legislation provides exceptions, and circumstances are considered individually. Therefore, it is important to consider the type of residence permit and the specific family situation.
Housing benefit Wohngeld is examined separately. According to Visit Ukraine, receiving it usually does not hinder naturalization if a person has a stable own income. During the process of obtaining permanent residence, the evaluation may be stricter: the office will check whether the family has enough funds for basic needs.
For Ukrainians with temporary protection under §24, receiving Jobcenter assistance does not by itself terminate this status. However, when transitioning to a work residence permit, obtaining permanent residence, or applying for citizenship, it is necessary to meet the general income and self-sufficiency requirements. Before applying, it is advisable to check the rules specifically for your type of permit and clarify how the requirements for social assistance have changed.
