Tax on parcels up to 150 euros is planned to be introduced in Ukraine

The National Bank has proposed to introduce taxation on international parcels worth up to 150 euros. This concerns purchases on foreign marketplaces such as AliExpress, Temu, Amazon, or Shein, which are currently delivered without customs duties. This is reported by Vchano.

Why the NBU advocates for taxing parcels up to 150 euros

The regulator explains that the current exemption stimulates the import of non-critical goods and increases pressure on the foreign exchange market. In the first nine months of 2025, the current account deficit reached 24.9 billion dollars. The NBU believes that part of this imbalance is related to the active import of small orders from abroad.

Currently, Ukrainians can receive international shipments without paying customs duties, as long as their value does not exceed 150 euros. The National Bank's proposal includes the removal of this threshold. The report states:

“Introducing taxation on such purchases would reduce currency outflow and support macro-financial stability”.

What can change for consumers

  • small orders may become more expensive

  • reduction in the import of non-essential goods is expected

  • competition for Ukrainian retail will increase.

Institutions emphasize that the initiative is not a draft law. Its purpose is to foster a discussion about the balance between the availability of imported goods and the financial stability of the state in wartime conditions.

The NBU previously proposed to also review the tax regime for the import of electric vehicles, luxury items, and other goods that are not critical to the economy. This concerns comprehensive steps aimed at reducing consumer imports and increasing budget revenues without affecting strategic directions.
