The Ukrainian Ministry of Economy has published a list of passenger cars that will be subject to a special transport tax in 2026, commonly referred to as a 'luxury tax.' This levy targets owners of new, high-value vehicles that meet specific criteria. Such taxes are increasingly common in Europe as governments seek to balance fiscal needs with environmental and social policy goals.

The tax applies to passenger cars no older than five years from their year of manufacture. Furthermore, the average market value of these vehicles must exceed an amount equal to 375 times the national minimum wage. For 2026, this price threshold is set at 3,242,625 hryvnias. The tax itself is a fixed annual charge of 25,000 hryvnias.

Taxpayer Obligations

Private individuals who own such vehicles are required to pay the tax within 60 days of receiving an official notification. Legal entities must make quarterly advance payments by the 30th of the month following the reporting quarter. These companies are also obligated to report the tax payment in their annual financial declarations.

It is important to note that the published list of vehicles is not final and may be updated throughout the year upon request from the State Tax Service.

The introduction of the 'luxury tax' aims not only to boost state revenue but also to encourage more responsible consumption among car owners. This policy could influence the automotive market, as potential buyers may factor in the tax liability when choosing a vehicle.

Additionally, updating the vehicle list will allow the policy to adapt to market changes and account for new models entering the Ukrainian market.
