In a related move to address the humanitarian impact, the Cabinet is introducing a financial support mechanism for citizens displaced by emergencies. The program will provide interest-free, one-time loans to help individuals establish households in new locations. The scale of the challenge is immense: the total estimated need for rebuilding and modernizing Ukraine's energy sector over the next decade has been revised upward by 34% to $90.6 billion, reflecting the extensive and ongoing destruction.
