Police Dismantle 4 Drug Labs and Seize Narcotics Worth UAH 70 Million

Operation 'Rubicon' Targets Online Drug Trafficking

Ukraine's National Police have wrapped up the second phase of a major anti-drug operation called 'Rubicon,' which successfully dismantled an entire system for selling narcotics and psychotropic substances online. Over a thousand law enforcement officers took part in the effort, working alongside the Military Law Enforcement Service and the State Emergency Service of Ukraine. During the operation, authorities conducted more than 500 searches across 21 regions of the country.

The crackdown identified over 400 individuals linked to the drug trade, with 146 suspects already formally notified of suspicion. Four illegal laboratories were shut down: one producing alpha-PVP and three manufacturing amphetamine. In total, nearly 90 kilograms of drugs were seized, including:

  • 67 kg of alpha-PVP,
  • 3.6 kg of amphetamine,
  • 1.3 kg of mephedrone, and
  • 4 kg of cannabis.

Additionally, more than 570 liters of precursor chemicals were confiscated, with an estimated black-market value approaching UAH 70 million.

Regional Raids and Next Steps

In the Bukovyna region, a lab producing alpha-PVP was eliminated, and a supply route for psychotropic substances was cut off. The value of the confiscated goods there is nearly UAH 44 million. In Kyiv, authorities shut down an amphetamine lab and arrested its organizer. In the Poltava region, two organizers of an illegal scheme involving the precursor chemical 'phenylnitropropene' were exposed, with about 14 kg of the substance seized.

“This is not just about the lab workers and dealers directly involved, but also about the infrastructure participants who kept online shops running, managed communication channels, handled logistics, processed financial transactions, and supported other elements of the illegal drug market.”

Operation 'Rubicon' marks a critical step in the systematic fight against drug crime, particularly its modern digital forms. This special operation highlights the efforts of Ukrainian law enforcement to combat drug trafficking, which is rapidly adapting to new technologies. By dismantling the online drug sales network, authorities may significantly reduce the availability of psychotropic substances among young people and society at large. Future measures in this area will likely focus on preventing the emergence of new supply channels and improving oversight of the drug market.

In a related crackdown, Kyiv police recently arrested 13 individuals and seized 600 doses of cocaine valued at approximately $67,000. This operation highlights the ongoing efforts by law enforcement to dismantle drug networks across the country, further emphasizing the importance of combating drug trafficking and ensuring public safety.
