Russian intelligence services are increasingly recruiting young women to orchestrate and carry out attacks against Ukrainian military personnel. According to National Police of Ukraine Chief Ivan Vyhivskyi, six contract killings or attempted murders have been recorded since early 2026, with one successfully prevented. These crimes are coordinated through the Telegram messenger, revealing a well-structured operational pattern directed by Russian handlers.

Recruitment occurs via Telegram and other messaging platforms, where women are promised quick money. Handlers remotely guide their actions—instructing them to connect with servicemen on dating sites and suggest spending time together. To facilitate the crimes, the handlers provide funding for apartment rentals, alcohol purchases, and other expenses.

How the Criminal Network Operates

A key element of this scheme is that handlers reveal locations of so-called “dead drops” where the women collect methadone. Ivan Vyhivskyi stated:

“And crucially, the handlers tell the women where the dead drops are located, where they pick up methadone.”

Recently, authorities exposed and detained an agent who was preparing a contract killing targeting Andriy Yusov, a representative of the Main Intelligence Directorate (HUR) of Ukraine’s Ministry of Defense. Intelligence suggests Yusov was the intended victim, with a $100,000 bounty promised for the murder—including a $10,000 advance payment.

This operation highlights a serious threat requiring urgent law enforcement action. The criminal blueprint unfolds as follows:

  • Recruitment via messaging apps;
  • Building relationships with military personnel on dating sites;
  • Obtaining methadone from hidden stashes;
  • Carrying out the assassination.
