The 'Made in Ukraine' Policy: How 72 Thousand Enterprises Contributed to GDP Growth in 2025

Outcomes of the 'Made in Ukraine' Policy for 2025

The government summarized the key programs for 2025, emphasizing the positive results of the 'Made in Ukraine' policy for the economy. In 2025, this policy contributed 0.95 percentage points to the growth of the gross domestic product (GDP). Throughout the year, 72 thousand Ukrainian enterprises took advantage of government support, which fostered the development of national production.

Thanks to the 5-7-9% program, businesses attracted nearly 29 thousand accessible loans totaling 88 billion hryvnias. Additionally, 347 new machines and production lines emerged among Ukrainian manufacturers due to grants for processing enterprises. By the end of 2025, 37 factories were built or under construction in industrial parks, indicating active industrial development. Significant initiatives were implemented under launched projects with investments totaling 154 million euros.

Contributions of Agricultural Producers and Social Initiatives

Agricultural producers also contributed to economic growth: they purchased 8,460 units of Ukrainian machinery products totaling 5.7 billion hryvnias. The affordable mortgage program eOselya allowed 7,600 families to acquire housing. Communities purchased 695 school buses of Ukrainian production for 2.7 billion hryvnias, supporting the development of social infrastructure. Importantly, 10 thousand Ukrainians became entrepreneurs by receiving microgrants for their 'Own Business'.

Support for non-raw material exports also became a significant factor: export volumes reached 10.5 billion hryvnias. The processing industry provided 17.9% of tax revenues to the consolidated budget for the first 11 months of 2025, and the growth rate of this sector reached 69.2 billion hryvnias compared to the previous year.

In 2026, the government plans to continue implementing the 'Made in Ukraine' policy with an estimated expenditure of about 37 billion hryvnias to support Ukrainian production. As noted by Yulia Svyrydenko,

"the policy of developing Ukrainian producers has provided a tangible result for the economy"
. She also emphasized that
"every year should be a year of support for Ukrainian production"
.

The successes achieved in 2025 indicate the active development of the Ukrainian economy, particularly in the industrial and agricultural sectors, thanks to government initiatives. Continuing the 'Made in Ukraine' policy in 2026 could further contribute to GDP growth and support local producers while enhancing social infrastructure and housing accessibility. These measures could form the foundation for stable economic development amid modern challenges.
