Poland Excluded from Ukraine Talks Amid UPA Controversy

Poland’s Absence at the Negotiating Table

Poland did not take part in the London talks between the leaders of the United Kingdom, France, and Germany and Ukrainian President Volodymyr Zelenskyy. This absence stems from internal rifts between Poland’s president and prime minister, as well as a dispute triggered by Zelenskyy’s decree granting the honorary title of “Heroes of the Ukrainian Insurgent Army (UPA)” to a Ukrainian military unit. The UPA, which fought against Soviet occupation during World War II, has long been a contentious issue in Polish political circles.

Polish President Karol Nawrocki proposed stripping Zelenskyy of the Order of the White Eagle in response to the decree. In reaction, Prime Minister Donald Tusk urged both presidents to engage in direct dialogue, stressing that

“cooperation serves both our nations, while conflict serves Moscow’s interests.”

Rising Tensions in Bilateral Relations

In December 2025, Poland also expressed frustration over being left out of the London negotiations on Ukraine. This marked the second such exclusion in two months, signaling growing strain in Polish-Ukrainian relations.

The political divide in Warsaw is weakening the country’s standing on the European stage. However, as Michał Broniatowski noted,

“we cannot be sidelined because of our geography,”
